High Risk Rural Roads Program (HRRRP)

The High Risk Rural Roads Program (HRRRP) is part of the Wyoming Department of Transportation's Highway Safety Improvement Program (HSIP) and receives annual dedicated funding to implement construction and operational improvements on public high risk rural roads that are not part of the State Highway System.  The goal of the HRRRP is to reduce traffic fatalities and injuries on high risk rural roads by correcting safety deficiencies on rural roads where major improvements do not appear to be cost effective due to low traffic volumes.

High Risk Rural Roads, as defined by Federal Statutory requirements, are those public roadways functionally classified as rural major and minor collectors or rural local roads, and have or will have, based on increasing traffic volumes, a crash history that ranks that road, or section of road, as a high risk rural roadway.  The required crash history must be based on comprehensive crash data able to identify the location of crashes and crash types.

Examples of improvements include, but are not limited to, safety signs (curve, advance warning, speed limit, etc.), delineators, rumble strips, and pavement markings.

The Highway Safety Program administers the HRRRP with assistance from the Wyoming Technology Transfer Center Local Technical Assistance Program (LTAP), which assists eligible entities with their project proposals to identify roads at risk and submit applications, and the Local Government Coordination (LGC) section, which helps to coordinate the project process with local government project sponsors.

Any public, tax-supported Local government or Tribal government entity may be a local government project sponsor and is eligible for the HRRRP.  Applications are made available by the Local Government Coordination (LGC) section every August and are due September 15 annually.  Eligible projects will provide construction and/or operational improvements on high risk rural roads with identified crash histories.

Local government project sponsors interested in the HRRRP should contact the Wyoming Technology Transfer Center Local Technical Assistance Program (LTAP) with their project proposal to initiate the Wyoming Rural Road Safety Process (WRRSP) which helps to ensure the project proposal complies with the HRRRP's eligible use of funds.
