Bruce McCormack - Chair

Bruce McCormack of Cody represents Aeronautics Commission District 4. He graduated high school in Houston, Texas, and went on to earn a bachelor's degree in journalism from Michigan State University in 1975. He was involved in the newspaper business in Wyoming for nearly 40 years, working in Rawlins, Cheyenne and Lander, prior to moving to Cody in 1984. For 30 years, he served as the editor and publisher of the Cody Enterprise until his retirement from full-time work there in 2015. He still dabbles in news writing part time with other news agencies. Bruce is a member of the Wyoming Press Association and the Cody Country Chamber of Commerce. He has actively served on the Park County Library Board. Over the years, he’s also volunteered with the Buffalo Bill Historical Center and assisted with youth ski programs and tourism promotion in his community. 2nd Term: 3/1/23 – 3/1/29

Jerry Blann - Vice Chair

Jerry Blann of Jackson represents Aeronautics Commission District 2. He has nearly 40 years of experience in the ski resort business, and is one of the most well-known and respected ski industry leaders. From 1995 to 2018, Blann was the President and Board Member of Jackson Hole Mountain Resort where he oversaw the resort through several years of intense development. He has been on the Jackson Hole Airport Board for 19 years, is on the Executive Committee and was also the founding member for JH AIR, a community non-profit that annually negotiates with major airlines for non-stop flights into Jackson. Previously, Blann served on the Wyoming Business Council, the National Ski Area Association and has received various awards throughout his career, including the Golden Eagle Award, the NSAA Lifetime Achievement Award, and the Ride for the Brand award. Blann graduated with a bachelor's degrees from the University of Denver and was on the ski team for four years. He continues his numerous community activities, ski related consulting, and an active mountain lifestyle. Blann is married and has four daughters. Term: 3/1/20 – 3/1/26

Dean McClain

Dean McClain of Torrington represents Aeronautics Commission District 1. He grew up in St. Louis, Missouri, and landed in Wyoming at Wyoming Technical Institute before going on to a career as a diesel mechanic in Casper. Dean learned to fly at Harford Field in 1976, and was swept up by the aviation boom of the 1970s. He went on to become a Certified Flight Instructor at Wyoming Central Airways, the Piper Aircraft dealer in Casper. He trained many students during his time there. Dean then flew mail and freight in the contiguous U.S. and Alaska for several years before returning to Wyoming Central Airways to pilot a Piper Cheyenne for four years. He also piloted a Beechcraft King Air for Pacific Power for three years. In 1987, Dean and his newly-wedded wife, Candace, purchased Ag Flyers, an aerial spraying business in Torrington. The couple sold the business after 36 successful years, and Dean still flies part time for the new owners. Dean’s hobbies include Wyoming history and anything outdoors. He is a board member of the Goshen County chapter of the Wyoming Historical Society and a board member of the Wyoming Aviation Hall of Fame. After 46 years of flying, Dean has landed at every published Wyoming airport, except Alpine, and many that are not published. He also hopes to perfect his landings someday. Candace says there is always hope.

Sigsbee Duck

Dr. Sigsbee Duck of Rock Springs represents the Aeronautics Commission's District at Large. Duck completed his undergraduate degree at Mars Hill College and Wake Forest University and then attended Mercer University School of Pharmacy and East Carolina University School of Medicine. He completed his general surgery internship at the University of Kentucky Medical Center and his residency in otolaryngology at Emory University. Duck is currently a clinical instructor of otolaryngology at the University of North Carolina-Chapel Hill and at the University of Washington Schools of Medicine. He served as President of the Wyoming Medical Society in 2016. He has previously taken a leadership role in both Gillette and Rock Springs, serving as President of both the Campbell and Sweetwater County Medical Societies. Duck was honored to receive the 2017 Wyoming Medical Society Physician Achievement Award. In his community, he served as an airport board member in both Campbell and Sweetwater Counties. As a Registered Pharmacist, he was appointed by Governor Mead, and served from 2012-2016, on the Wyoming Board of Pharmacy. He served as Chief of Staff of Sweetwater County Memorial Hospital form 2014-2016, where he currently practices. Duck is a proud member of the Triological Society, an academic society within otolaryngology, having served as Western Section Vice President in 2008. He has been married to his lovely wife, Cindy, for 35 years and they have three grown children. Duck enjoys cooking, golf, reading and aviation, and holding a multi-engine instrument rating. 2nd Term: 3/1/23 – 3/1/29

Bill DeVore

William F. DeVore of Casper represents Aeronautics Commission District 3. DeVore was born in Laramie and has lived in Casper most of his life. He earned his pilot credentials at Big Bend Community College in 1980, a FAR Part 141 approved program. DeVore started his aviation career at Sun Valley Aviation as a lineman, flight instructor, and charter pilot. He went on to work for Sinclair Oil as a pilot and later for Columbia Pictures and Sony Corporation in Los Angeles, flying executive jet aircraft. He holds an Airline Transport Pilot (ATP) certificate, a CFII rating, and holds type ratings in the following turbojet aircraft: Lear Jet, Israeli Aircraft Jet, Cessna Citation 500 series and Dassault Falcon 50/900. DeVore alongside his brother Fred, owns Peterbilt of Wyoming, a medium and heavy-duty truck and trailer dealership with four locations throughout the state, and presently flies a Beech Baron and a Beech Duke for business purposes. He served 10 years on the Casper/Natrona County International Airport Board, including serving two years as president. Additionally, DeVore is an active member of the Casper Rotary Club, as well as the Casper Nordic Ski Club board. He and his wife Nina have three children, and enjoy traveling, cycling, skiing, and spending time at their cabin on Casper Mountain. Term: 3/1/19 – 3/1/25

Steve Maier

S.Maier.jpg Steve Maier serves as the representative for District 5, consisting of Crook, Weston, Campbell, Johnson and Sheridan Counties. Raised on an apple farm in New York State, he earned his bachelors from St. Lawrence University, masters from the State University of New York, and doctorate from the University of Colorado. He first came to Wyoming in 1973 when he completed the first study of the community colleges for the Community College Commission. He returned 15 years later as president of Sheridan College. In between, he served as an administrator at community colleges in Montana and New Mexico. He and his wife have been pilots and aircraft owners, specializing in gliders. When not in the air, they managed 17 national soaring championships and the 1983 world championships. After retirement from Sheridan College and a couple of years consulting, he was elected to the Sheridan County Commission and served three terms. Over the years he worked to improve commercial air service in Sheridan County and helped establish the Sheridan-Johnson Critical Air Service Team (CAST) and currently serves as its president. In 2018, CAST contracted with Key Lime Air to provide service to Denver. In 2019, Governor Mead appointed him to the Commercial Air Service Improvement Council. When not playing hockey, he serves as a board member of the Sheridan Community Land Trust and secretary/treasurer of the Big Horn Fire Department. Term: 3/1/21 – 3/1/27

Randy Harrop

Harrop .jpg Randy Harrop of Douglas represents the Aeronautics Commission District at large. He received his pharmacy degree from the University of Wyoming in 1975 and has practiced both community and hospital pharmacy continuously ever since. Along with his wife, Diane, Randy owned and operated R-D Pharmacy & Books, a Wyoming State Quality Award-winning business for over 20 years. After selling the business, Randy worked as the Pharmacy Manager at the Douglas Safeway Pharmacy for over 15 years and now works as the Pharmacy Manager at Niobrara Community Hospital in Lusk. Randy was a licensed private pilot for 25 years and served on the Converse County Airport Board, the Wyoming State Board of Pharmacy, Converse County School Board and the Wyoming Pharmacists Association, each time rising to the rank of chairman. The Wyoming Pharmacy Association has awarded him Wyoming Pharmacist of the Year, Innovative Pharmacy Practice award recognition and the Bowl of Hygeia, the highest honor bestowed in recognition of outstanding community pharmacy service. Randy and Diane have two sons and two grandsons, all of whom bring great joy into their lives. Term: 3/1/21 – 3/1/27
