Two vital functions of the Overweight / Super Loads division involve the permitting of over-width / overweight loads and monitoring and oversight of the self-issuing permit program.
The office not only permits these loads but also establishes the routes that the carrier will be required to take, both in the interest of safety and to also minimize highway wear and tear.
The self-issuing permits program allows qualified Wyoming Resident companies to issue their own trip permits to travel to Wyoming destinations and to cross the state.

All utilities, cities and counties must be contacted for authorization and/or permission to travel the route proposed by the carrier, for any vehicle and/or load 18 feet or greater in height.
You must contact all utilities (i.e. telephone, cable TV, power), cities and counties (if using county roads) along the route and furnish the Wyoming Highway Patrol, Overweight Loads Office, with the following completed form.

In addition to the escort requirements found in the rules and on the Escort Information web page, the following guidelines are provided for escort requirements for super loads.
Width: Any load which is 20 feet or greater will require at a minimum the number of escorts shown below:
Primary/Secondary Highways: 2 - front, 1 - rear
Interstate Highways: 2 - rear
Additional escorts may be required due to the width of the load or highway attributes.
Interstate combination of width and length will require at a minimum the number of escorts shown below:

POLICIES AND PROCEDURES CONCERNING SELF-ISSUING PERMITS AND PAYMENTS
All companies applying for, and participating in, the Self-Issuing permit program are required to read, sign and abide by the policies and procedures described in this document as well as all other requirements of the Self Issuing Program. Training will be provided outlining precise procedures for completion, submission and accounting of permits. This training will also define procedures for movements using self issuing permits as well as program prohibitions. After you have signed this document you will be given a copy for your records. It is the responsibility of the company to insure all personnel involved in the use and preparation of Self-Issuing permits are aware of those policies and procedures included in the program.
As noted on the Self-Issuing permits, all permitted loads shall stop at the first available port of entry which would not exceed 5 miles from the declared route and any Port of Entry along the route if directed by a regulatory sign. This is not an option or suggestion, it is a requirement. Failure to stop at required Ports of Entry is cause for cancellation from the Self-Issuing program. Loads that have stopped and weighed at a highway shop are not exempt from stopping at the first available Port of Entry. Whether legal weights or not, all loads to be moved with self-issuing permits shall weigh at the first available certified scale along the route which would not exceed five miles from the declared route of travel.
When the size or weight exceeds Class B/C limits (See Chapter 5 of WYDOT Motor Carrier Rules and Regulations) the Overweight Loads Office shall be contacted to obtain authorization for movement of the vehicle or load. An authorization number will be issued and must be indicated here along with the name of the individual granting approval. The Self-Issuing permit number to be used will be required.
No changes or alterations are allowed on permits. Any change made on a permit (without proper authorization) automatically voids the permit. Operating with a permit on which changes have been made is essentially operating without a permit, which may result in the driver being cited. If it is necessary to change or alter a Self-Issuing permit, contact the Overweight Loads Office for authorization otherwise void the permit. When a permit is VOIDED, Please write “VOID” In large letters on the face of the permit. Voided permits must have a brief explanation of why the permit was voided. If a new permit will be written to replace the voided permit, write”replaced by and the replacement permit’s number” on the voided permit. On the replacement permit write “replaces permit and the voided permit’s number." Mail in the white and the blue copies of the voided permit with all of your company’s information filled in. Do not destroy or throw away any permit.
All necessary and applicable restrictions must be checked on the permit. If escorts are required, indicate the placement and number of escorts required.
The “Other" section may be used to add any additional restrictions or notes which are necessary to clarify information on the permit.
The individual completing the Self-Issuing permit must sign the permit. The individual may be anyone within the company who has been properly trained on the use and preparation of Self-Issuing permits and understands the policies and procedures concerning Self-Issuing permits. In all cases, the company to whom the permits are issued to is responsible for proper use and preparation of Self-Issuing permits.
Self-Issuing permits are a privilege not a guaranteed right. Permit privileges may be revoked without warning if Wyoming Department of Transportation deems it is necessary. Fraudulent or misuse of permits, failure to comply with the rules and regulations, unsatisfactory dot rating, unsafe operating practices, failure to stop at the Ports of Entry, traveling on restricted routes, continued mistakes or habitual late permits or payments, extended non use of permits are examples of reasons the Wyoming Department of Transportation may revoke your permit writing privileges.
Self-Issuing permits are valuable documents and must be accounted for at all times. If permits are lost or stolen the holder must supply a separate letter of disposition (I.e.., lost, destroyed, etc.,) for each lost or stolen permit. These letters will replace the effected permits(s) in the holders’ file. Any unaccounted for Self-Issuing permits reported as lost, destroyed, or stolen will result in a $100 permit fee assessed to the company. Lost or stolen permits will be considered null and void. This fee will be charged on the company’s next invoice. The fee is non refundable if a permit is located at a later date. All permits must be returned to the Overweight Loads Office immediately in the event your company has been canceled from the Self-Issuing permit program, you no longer require use of the permits or are no longer a Wyoming resident company. You will be charged for each permit that is not returned.
ALL PERMITS USED OR VOIDED MUST BE RETURNED TO THE OWL OFFICE WITHIN 48 HOURS OF THE COMPLETION OF THE MOVE OR THE PERMIT BEING VOIDED.

Violations of the program and errors will result in the following sanctions for the offending company.

Any participant in the Self-Issuing permit program whose permit privileges are suspended for 90 days has the following recourse:
Participants should be aware that the suspension will be in effect throughout the duration of the appeal process.
Class W Permits (For Multi-Piece Loads Exceeding 117,000 Pounds)
(a) The director of the Wyoming Department of Transportation or an authorized representative may issue Class W permits for vehicles at weights in excess of limits allowed in W.S. 31-18-802(a) (vi) (shown in Table I of these rules and regulations). To qualify for such a permit, these vehicles shall be required to meet the axle and bridge formula specifications of 23 U.S.C.. 127 (shown in Table 3) and pursuant to Section 335 of the Department of Transportation and Related Agencies Appropriations Act 1991 (104 Statute 2186), Public Law 101-516; and Sections 1023 (d)(1)(A) and (B) of the Intermodal Surface Transportation Efficiency Act of 1991. Permit fees for vehicles operating under this provision shall be paid in accordance with the following rules:
(i) A power unit receiving a Class W permit shall be capable of maintaining a speed of 25 miles per hours on a grade of 5 percent or less when fully loaded.
(ii) Permits may be granted for legal size vehicles meeting the qualifications found in this section of rules and regulations to travel on highways exclusive of Interstates.
(iii) Permits may be valid for one year from the date of issue. Permits may be obtained from Wyoming Highway Patrol Overweight Loads Office in Cheyenne. Providing the company is in compliance with following paragraph (v), a one trip permit may be obtained from the permit-issuing authorities listed in preceding Section 4, Permit-issuing Authorities and Types of Permits Available, for a fee of 6 cents for each ton or fraction of a ton exceeding the statutory limits for each mile traveled, with a minimum fee of $40.00.
(iv) Permit fees shall be in accordance with Table 4.
(v) Carriers shall not have a conditional or unsatisfactory safety rating to be eligible for Class W permits. Intrastate Carriers may be eligible to apply for Class W permits one year after receiving a US DOT number.
(vi) The Wyoming Highway Patrol Overweight Loads Office may audit company records related to this permit as necessary to assure compliance. Carriers shall maintain records for 3 years.
(vii) Application and permit fees shall be non-refundable. However, a vehicle permit may be transferred to another power unit for a fee of $25.00 if the permitted unit is sold or wrecked.
(viii) Companies shall be required to furnish a certified affidavit of mileage for each vehicle permitted. An entire fleet may be permitted by using the average of all Wyoming miles as established by the previous year’s International Registration Plat (IRP) record or other certified record. Vehicles shall be registered in Wyoming for at least 117,000 pounds.
(ix) Any changes in weights and/or mileage shall require the issuance of a new permit with corresponding fees.
(b) Following are penalties for violation.
(i) Any person failing to comply with these rules and regulations shall be subject to the penalties set forth in W.S. 31-18-805, and the permit shall be subject to revocation.
(ii) Violations of the permit’s condition shall void the permit and shall be construed as operating without a permit. The individual power unit permit shall also be cancelled.
(iii) Applications and permits of individuals or companies shall be canceled after three violations in a 12 month period.
(iv) Canceled carriers shall submit a new application and pay all required fees (including application fee) for individual power units.
(c) Following are application procedures for Class W permits.
(i) Individuals and companies requesting these permits shall complete a written application and pay a non-refundable application fee of $100.00
(ii) Applications may be obtained by writing or contacting the Wyoming Highway Patrol, Overweight Loads Office, 5300 Bishop Blvd., Cheyenne, WY, 82009-3340 or from our website.
(iii) Though application and permit fees are non-refundable, a vehicle permit shall be transferable to another power unit for $25.00 if the permitted unit is sold or wrecked.
Necessary Information for Bridge Analysis
1. Company Name & Address, Contact person & Phone number, Truck unit #, and Truck plate #.
2. Side view of configuration indicating the number of axles and axle spacing’s between each and every axle.
3. Top view of configuration indicating axle widths and number of tires per axle.
4. Distances inside to inside and outside to outside of tires on axle or dolly groupings.
5. Tire sizes
6. Proposed or actual axle group weights. (Insufficient weights will delay movement and require further analysis. Enforcement action may be taken.)
7. Overall dimensions: Overall Length, Single Unit Length to include the trailer and all attachments including any overhang, Width and Height.
8. Point of origin of movement.
9. Destination of movement. (Make sure to include the exact location to ensure correct route of analyzation)
10. The proposed route of travel.
11. Proposed date of movement.
Notes:
1. If a “Push Truck” will be utilized at any time during movement in Wyoming, the push truck must be included in the drawing of the configuration. The push truck will be included as part of the Single Unit Length.
2. Axle spacings must be in feet and inches, i.e.16’4”, 4’6”, etc.
3. Be sure to request enough weight to cover fluctuations between different scales. Not all scales are the same.
4. If the vehicle configuration is different from what is submitted for analysis, enforcement action may be taken. Please make sure all information is correct. This will prevent any delays that may occur for inaccurate measurements. If you have any changes, please contact this office immediately.
The Bridge Department asks for two weeks' time to perform the analysis. The charge for analysis of any configuration will be $50.00 per hour to cover computer time and labor for the time invested in the analysis. Any carrier or individual requesting analysis will be responsible for payment of the charges, regardless of whether or not the movement of the load is approved. If the movement of the load is approved, the analysis charges must be paid before a permit will be issued.
